CALL TO ORDER:
The meeting was called to order
at 10 am at the Irish Beach Firehouse, 15401 Forest View Drive.

Board members present: Chairman Ron Trathen, Directors Mark Gmeiner and
Gordon Moores. Director Jim Day was not
present. Secretary/Treasurer: Pam Knutson.
Others in attendance: Hammond Hembel, Craig Herling, Steve & Sally

APPROVE TREASURER’S REPORT:
The Treasurer’s report, covering
8/1/03-12/31/03, was approved 2-0.
Chairman Trathen did not vote.
OLD BUSINESS:
HEMBEL 4/01 (15225 Forest View Road): Submittal of final drainage plans for Phase II application.
Mr. Hembel went back to the
original drainage plans submitted and approved during his Phase I
application. The Committee had already
approved this application at a previous meeting. IBADC issued and signed New Home Construction permit
0104-0401. Mr. Hembel will submit a sample
of his building colors for approval before he actually paints his house.
NEW BUSINESS:
TRUJILLO 3/01-02 (14770 Cypress Point Road): Phase I building permit application for new home construction. Architect
Glenn Eldric Coleman made the presentation.
The Trujillos have combined lots 1 and 2 of Unit 3 in order to have a
larger building envelope that would allow them to build a house that would
lessen the view corridor impact on surrounding homes. An approved septic system plan for a 2-bedroom home is on file
with the county. IBADC felt the view
corridor representation was inadequate, especially for the neighbor to the
immediate North. The committee also
felt the building envelope presented was too large, incorporating only the
setbacks allowed by the county and not realistically showing the size of the
final allowable building area. A
prolonged discussion ensued, with Mr. Coleman arguing that he had never had to
establish any more than the maximum building envelope in a Phase I submittal
before. The committee explained that
they were trying to alleviate problems that could occur during Phase II by
establishing the true buildable area incorporating the view corridors of the
neighbors. This way, a person could not
come back during Phase II with a house inside the maximum building envelope
that completely blocked a neighbor’s view and say that it was okay to do so
because that was the building envelope approved at Phase I. This has happened to IBADC in the past, and
the current committee would like to head off as many potential conflicts as
possible during the Phase I process.
After a short recess, Mr. Coleman
agreed to revise the drawings on the table to better reflect the actual area in
which the home could be built. As he
was doing so, it was discovered that a detached garage was planned on a corner
of the lot that would probably block a portion of the view of the neighbor to
the north, Mr. & Mrs. Jack Swartz.
After Mr. Coleman revised the building envelope, a motion was made to
conditionally approve the Trujillo’s Phase I submittal pending notification of
the neighbors of the new restricted envelope and receiving no negative feedback
within 30 days. The motion was seconded
and approved 2-1, with Gordon Moores voting no. The committee further indicated that they would contact Mr.
Swartz about the proposed garage and that if he had objections to the location
the garage would have to be moved. The
committee also recommended the Trujillos contact Mr. Swartz directly.
BRIDGER 3/63 (43701 Sea Cypress Drive): Phase I building permit application for new home construction.
Architect Glenn Coleman made the
Phase I presentation for the Bridgers, who were not able to be present. The lot is large, but is restricted by a
power easement on the Northwest corner of the lot. The lot is still full of trees, some of which will be
cleared. Mr. Coleman spoke about view
corridors, indicating the trees that would be cleared would open up some views
for some surrounding lots. An approved
septic plan is on file with the county.
Again, Mr. Coleman had originally submitted a building envelope that
only included county setbacks, but he offered to modify the building envelope
at the meeting as he had done for the Trujillos. A letter was received from next-door neighbors the Buckleys
indicating concern their anticipated garage would extend into the proposed
32-foot separation between the two houses.
The Buckleys were present and, after much discussion with Mr. Coleman
and the committee, reached an agreement about the approximate location of the
Bridgers home that would still allow the Buckleys to build their garage in the
future and still retain the 32-foot separation between houses. Mr. Coleman revised the drawings on the
table to reflect the revised building envelope and the location of the
Buckley’s proposed garage. A motion was
made to accept the revised building envelope as redrawn, pending re-submission
to the neighbors and receiving no objections within a 3-week comment
period. The motion was seconded, and
carried 3-0.

MOORES 5/05 (43551 Sea Cypress Drive): Phase II variance application for new home construction.
Gordon Moores recused himself
from this matter, as he owns adjoining property. Ron indicated that this item would have to be postponed because
there was no quorum without Jim Day present.
Ron and Mark did, however, have some issues with the submittal which
they reviewed with Bill Moores and Glenn Coleman The topo map originally submitted had incorrect elevations, and
there were inconsistencies in the measurement of the mean natural grade of the
project. The application was tabled,
and Ron announced IBADC would hold a special meeting the following Saturday,
1/24/04 at 10 AM, when director Jim Day could be present. Letters received from neighbors Margaret
Ballou and Gordon Moores would be addressed at that time. Architect Coleman was asked to bring revised
drawings showing more accurate measurements and correct elevations to the
special meeting.
COMMUNICATIONS:
MOORES 1/95 (44001 Noyo Way): Letter advising deck replacement and exterior modifications to
Rental Agency office (16 Sep 2003). This item was tabled until the 3/20/04 meeting,
since most of the public and even Gordon Moores had left the meeting by this
time.
BRADBURY 1/73 (44000 Garcia Court): Advised of repainting home in original color (23 Nov 2003). There
was no discussion.
CADY 2/53 (43850 Acquistapace Road): Advised of replacement of rear garage door and repainting of
garage door and front doors in original color (19 December 2003). There
was no discussion.
ADJOURNMENT:
The meeting was adjourned at 1:50
PM.
Next IBADC meeting: Saturday, January 24, 2004 (special
meeting).
