BOARD OF DIRECTORS MEETING MINUTES

Sunday, June 25, 2006 – 1:00 P.M.

Irish Beach Fire Station

I CALL TO ORDER/ROLL CALL

The meeting was called to order at 1:20PM by President RJ Dial. Other Board members present were Gene Cady, Brian Carter, Sandra Moores and Kathleen Poling.

II BEACH ROAD DISCUSSION

RCX Contract: IBIC has a signed contract with RCX Construction for major maintenance of both the up and down beach road. The Board has recently learned that a Coastal Development Permit (CDP) may be required to perform major maintenance work on those portions of the up road that are within 20ft of a coastal waterway, or Irish Creek. After considerable discussion, the Board unanimously approved performing localized maintenance that does not require a permit on the up beach road, including cleaning ditches and culverts and sealing cracks. The proposed major maintenance work on the down road will proceed. Information about the requirements and cost of obtaining a CDP for the up road will be gathered and discussed at the July 22 Board meeting. At that time, the Board will determine if a special meeting of the membership is needed to discuss the issues and funding required.

Response to Rapelje (1/003 15400 S. Hwy 1): The Board received an email from Mark Rapelje on 5/26/06 in which he suggested changes to the language of the RCX contract, demanding that IBIC conduct a survey of the beach road on his property and provide a proposal for dealing with the slippage that occurred on the up road during last winter. After discussion, the Board unanimously agreed that the language of the contract was satisfactory and that a new survey is not justified.
